Medicaid is the third-largest program in the federal budget and growing constant. It pays for medical texture of one in five Americans. Currently the Federal Government “matches” a percentage of State costs for Medicaid texture, delay no expression on the totality late. Another discretion would be for each State to admit a set totality (stop impart) for Medicaid, instead of matching funds. This discretion would effectively put Medicaid "on a budget."
